Fear, finger-pointing mount over 'fiscal cliff'

WASHINGTON (Reuters) - Some lawmakers voiced concern on Sunday that the country would go over "the fiscal cliff" in nine days, triggering harsh spending cuts and tax hikes, and some Republicans charged that was President Barack Obama's goal.

"It's the first time that I feel it's more likely that we will go over the cliff than not," Senator Joe Lieberman, an independent from Connecticut, said on CNN's "State of the Union."

"If we allow that to happen it will be the most colossal consequential act of congressional irresponsibility in a long time, maybe ever in American history."

"It looks like to me that obviously this is going to drag on into next year, which is going to hurt our economy," Republican Senator Bob Corker of Tennessee said on CBS "Capitol Gains."

The Democratic president and Republican House of Representatives Speaker John Boehner, the two key negotiators, are not talking and are out of town for the Christmas holidays. Congress is in recess, and will have only a few days next week to act before January 1.

On the Sunday TV talk shows, no one signaled a change of position that could form the basis for a short-term fix, despite a suggestion from Obama on Friday that he would favor one.

The focus was shifting instead to the days following January 1 when the lowered tax rates dating back to President George W. Bush's administration will have expired, presenting Congress with a redefined and more welcome task that involves only cutting taxes, not raising them.

"I believe we are," going over the cliff, Republican Senator John Barrasso of Wyoming said on Fox News Sunday. "I think the president is eager to go over the cliff for political purposes. I think he sees a political victory at the bottom of the cliff."

Some Republicans have said Obama would welcome the fiscal cliff's tax increases and defense cuts, as well as the chance to blame Republicans for rejecting deal. Obama has rejected that assertion.

Democrats have charged that Boehner has his own self-interested reasons for avoiding a deal before January 3, when the House elected on November 6, is sworn in and casts votes for a new speaker.

Democratic Senator Charles Schumer of New York said on NBC's "Meet the Press" that Boehner has been reluctant to reach across the political aisle for fear it could cost him the speakership when he runs for re-election. "I know he's worried," said Schumer.

Boehner, who so far has no serious challenger for the job of speaker, has said that he has no such concerns.

Such finger pointing has been under way since Congress returned after the election, but it has gained intensity in the past few days, with the heightened prospect of plunging off the cliff.

Congress started the clock ticking in August of 2011 on the cliff. The threat of about $600 billion of spending cuts and tax increases was intended to shock the Democratic-led White House and Senate and the Republican-led House into bridging their many differences to approve a plan to bring tax relief to most Americans and curb runaway federal spending.

Economists say the harsh tax increases and budget cuts from the fiscal cliff could thrust the world's largest economy back into a recession, unless Congress acts quickly to ease the economic blow.

MARKETS COULD TUMBLE

The most immediate impact could come in financial markets, which have been relatively calm in recent weeks as Republicans and Democrats bickered, but could tumble without prospects for a deal.

Markets will be open for a half-day on Christmas Eve, when Congress will not be in session, and will be closed on Tuesday for Christmas.

Wall Street will resume regular stock trading on Wednesday, but volume is expected to be light throughout the week with scores of market participants away on a holiday break.

If Congress fails to reach any agreement, income tax rates will go up on just about everyone on January 1. Unemployment benefits, which Democrats had hoped to extend as part of a deal, will expire for many as well.

In the first week of January, Congress could scramble and get a quick deal on taxes and the $109 billion in automatic spending cuts for 2013 that most lawmakers want to avoid.

Once tax rates go up on January 1, it could be easier to keep those higher rates on wealthier taxpayers while reducing them for middle- and lower-income taxpayers. Lawmakers would not have to cast votes to raise taxes.

Some lawmakers expressed guarded hope that a short-term deal on deficit reduction could be reached in the next week or so, with a longer, more permanent deal hammered out next year.

But a short-term deal would need bipartisan support, as Obama has said he would veto a bill that does not raise taxes on the wealthiest Americans.

Democratic Senator Kent Conrad, chairman of the Budget Committee, said Obama and Boehner are not that far apart and that both sides should keep pushing for a long-term big deal.

"I would hope we would have one last attempt here to do what everyone knows needs to be done, which is the larger plan that really does stabilize the debt and get us moving in the right direction," Conrad of North Dakota told Fox News Sunday.

But most Republicans are now looking past January 1 to what they consider their next best chance of leveraging Obama for more cuts in the Federal budget - a fight over the debt ceiling expected in late January or early February. At that time, the administration will need Congress' authorization to raise the limit on the amount of money the government can borrow.

"That's where the real chance for change occurs, at the debt-ceiling debate," Republican Senator Lindsey Graham of South Carolina said on "Meet the Press."

Ex-policeman gets life in recently solved 1957 Illinois child killing

CHICAGO (Reuters) - A 73-year-old former policeman - convicted this fall of kidnapping and murdering a 7-year-old Illinois girl in a crime that remained unsolved for over half a century - was sentenced to life in prison on Monday, prosecutors said.

Jack McCullough, a Seattle resident and one-time police officer, was found guilty in September of killing Maria Ridulph, a second grader who disappeared while playing near her home in Sycamore, Illinois, just before Christmas 1957.

Ridulph's badly decomposed remains were found four months later about 100 miles away near Galena, Illinois.

Although McCullough, who was a teenager when Ridulph went missing, was a suspect in the case early on, he told investigators he was on a train from Rockford, Illinois, to Chicago when the little girl disappeared.

He subsequently joined the military, moved to Washington state and eventually became a policeman in Lacey, a town just east of Olympia.

McCullough's alibi began to unravel two years ago when an ex-girlfriend found an unused train ticket for the Rockford-to-Chicago trip and alerted investigators, according to prosecutors. He was arrested in 2011 and convicted earlier this year after a bench trial.

In a statement on Monday, the DeKalb County State's Attorney's office called McCullough's sentence "appropriate for a defendant who stands convicted of this brutal crime."

But McCullough continues to insist he is innocent and "has stated clearly his intent to appeal his conviction and sentence," according to the State's Attorney.

Villages Homes Sold | Inside Real Estate News

The Village of Five Parks in Arvada is one of the communities built by Village homes.

William Lyon Homes Inc. which develops new home communities in California, Arizona and Nevada, today announced that it has acquired various entities which operate under the Village Homes name.

Village Homes builds in the Denver, Fort Collins and Granby markets. The acquisition marks William Lyon Homes Inc.?s entry into the Colorado market. The purchase price was not disclosed.

In 2009, Homebuilders Capital Solutions, an affiliate of Louisville-based Colorado & Santa Fe Real Estate, headed by Marcel Arsenault, bought the assets of bankrupt Village Homes for $21.9 million with Los Angeles-based Lowe Enterprises. Homebuilders Capital Solutions provided the majority of the financing for the purchase. Village Homes is the 15th most active homebuilder in the metro Denver this year, according to statistics from the Home Builders Association of Metro Denver.

Lyon Homes also has emerged from bankruptcy. It agreed to a voluntary bankrupty Chapter 11 reorganization approved by key stakeholders that in February provided??new capital investments of $85 million and strengthens the company?s long-term capital structure by eliminating short-term debt maturities and reducing interest expense.?About $180 million of its previously owed principal debt was eliminated, resulting in a 37 percent reduction in overall debt, the company said, at the time.

?The successful completion of this acquisition is another major accomplishment which will help William Lyon Homes continue to grow as a leader in the homebuilding industry,? William Lyon, the chairman and CEO of his namesake company, said about the purchase of Village Homes. ?Lyon is a retired Major General from the Air Force.

?Village Homes and its employees have developed an excellent reputation for quality and service and we welcome them to the William Lyon family,? he continued.

Village Homes was launched in 1984 and has sold more than 10,000 homes in the Denver area since that time. It received the Homebuilders Association of Denver?s 2012 ?Community of the Year? for its Village of Five Parks development in Arvada.?Village Homes currently operates five communities and owns and controls more than 700 residential lots.

At the time of acquisition Village Homes? backlog of homes sold, but not yet closed, was approximately $34 million. Its average home selling price for 2012 year-to-date was approximately $380,000.

?Village Homes is a leader in the fast growing Denver and Fort Collins markets,? Lyon said. ?This acquisition is consistent with our strategy of operating and gaining market share in the best homebuilding markets in the Western United States. We feel this transaction will benefit the combined companies from day one and for many years to come.?

Village Homes will immediately begin operating as a division of William Lyon Homes Inc. J. Eric Eckberg, President of Village Homes, will continue to oversee the operations of Village Homes and will report to Matthew R. Zaist, Executive Vice President of William Lyon Homes.

?The acquisition of Village Homes caps a year of growth and change at William Lyon Homes,? Zaist said. ?The company has seen an inflow of over $125 million in new equity and continued growth in operating margins and market share in each of our core markets. Our recent capital markets transaction completed in November resulted in the sale of $325 million of unsecured bonds which the company used to refinance our existing secured debt.?

The Huffington Post has very recently published this interview with Kristen Stewart where she speaks about her commitment for ?On The Road? and reconnecting with her ?Twilight? fans. She also confirmed the rumour that she?ll be working in a new movie with Ben Affleck that starts filming in April.

Michael Hogan: I remember reading On the Road as a teenager, and the women didn?t register for me so much as characters. So I wonder, as a teenage girl reading it, how the women seemed to you when you first read the book?

Kristen Stewart: Yeah, it?s funny, they didn?t really register with me, either. People do love to say that this is a boy book and that the female characters tend
to be treated as play things and are peripheral. When you read the book, they tend to seem as though they?re almost like a tool for Kerouac to show that life?s crazy, that things are wild and sexy. That?s why, playing the part, we were privy to information that made this thing so different. I think getting to know the women behind the characters and getting to know Jack?s relationships with them and Neal?s relationships with them, it made it easier to play the character.

Did you meet LuAnne Henderson, whom your character, Marylou, is based on?

She had passed away, like, right before we started. But I met her daughter and there were hours and hours of tapes where she recalled her life in great detail, and very much within that time frame as well. When I first read the book ? I have brothers, and so I always felt like there wasn?t a huge distinction. I kinda wanted to be one of the boys for a while, and in some cases still do, and I think there are a lot of girls who read ?On the Road? who feel [that way]. I wasn?t aware then that the females weren?t at the forefront of the story. I was just so into the main characters, I was so enamored by them, I wanted to meet people in my life that were going to shock me and pull something out of me that I didn?t expect ?

Marylou?s a little bit that way too, isn?t she?

Oh, definitely. She was such a formidable partner for Neal [Cassady, the real-life inspiration for the book's Dean Moriarty]. Men, especially, love to identify with me and go, ?Well, you know, it?s kind of a misogynistic viewpoint. The book has a fairly chauvinist feel to it. How do you feel about that??

Kind of like my first question.

No, no, no. Not at all. That was actually really different. Because their thing is, ?Oh, how could they have allowed all those terrible things to happen to them?? It?s like, What makes you think that they were not absolute equal partners in that? What makes you think that they were taken from more than they gave, or more than they got back from the men that were apparently taking from them. I feel like getting to know LuAnne and who she was, and why she did the things that she did, and how she felt about them afterward, there was no thievery going on. She loved his life so much that she didn?t want to deprive him of any of that life, and he felt the same about her, and she very, very much carved her own path.

Obviously, you?re really asked to go places in this role. After I saw ?On the Road? in Toronto, I wrote an analysis of it, and one of the things I focused on is that you?re committing to the role to an admirable degree, with nudity, with sleeping with two men at the same time, with all this other stuff, and some people attacked me, saying, ?Just because she takes off her clothes, you think that?s real art?? But what I meant is that it?s an actor?s job to do the role she?s given without holding back. Can you help me defend myself a bit here?

[Laughs.] Actresses love to stand up and say, after they?ve shown their tits in a movie, that it was done tastefully and that it was, you know, far from gratuitous. I mean, projects that really require it are really few and far between. And I think that in this case, it needed to be. This book celebrates being alive and it celebrates being human, and if you want to cover up and deny any aspect of that, you are denying the spirit of the book. I think that it would have been so wrong to shy away from anything in this movie. I think that I would have gotten flak for that. I think that it would have been that I was scared to disappoint my ?Twilight? fans or something.

And I do hate also when people go, ?Oh, wow, great performance. So brave.? Oh, because I?m naked? That?s very annoying. But at the same time, if that?s what they?re focusing on, then ?On the Road? probably isn?t for them anyway. Also, I understand when people are already successful, you try to control some perception or you try to choose parts based on some expectation of what people are going to think. You?re clearly doing things because you want to be in some position of power and fame, which is not why I do what I do. And people, anyone that consumes that is then obviously going to think that you must have some consideration for those types of things, like what people are going to think.

But how hard is it ignore those considerations when you really are one of the biggest celebrities in the world? I mean, there?s no way around that.

It?s really not that hard. I can?t pragmatically approach anything in terms of my career. I need to be so rocked by something, so moved by something that the idea of letting it down or ruining it is painful, and that?s what gets you through the shoot. You read material and it provokes you on some level, and the reason you make the movie is to find out why it made you feel all those things. Those things are so rare to find that if you start also considering what people are going to think, you?ll never make a movie.

At the Toronto Film Festival, you took a full hour to come out and be with all your fans, and that was at a difficult time. How important was it for you to come out for the film and reconnect with your fans that day?

You should never step outside of your life and look at it like it?s this malleable thing you can shape so that people view it a certain way. I would never not have gone to something like that. I?ve been working on this for five years. I love this movie. I?m so proud of everyone involved ? I feel so strong standing next to them. I was asked a few times whether I was going to do it or, ?Oh, was it difficult for you? What made you stand up and do this?? It was like, why wouldn?t I? It made so much sense to me. I mean, the only time I feel comfortable being on TV or doing any sort of public appearance or anything, it has to have context. I don?t like just being a famous person, but with ?On the Road? it?s so clear why I?m there. With the fans and stuff, it?s just human energy that you simply cannot deny. People are standing there and sort of screaming for you and I?m not about to turn my back and walk away and go get warm inside, you know what I mean? So I didn?t plan anything. I just went to the opening of the movie and there were a bunch of people there and it was really nice to see them.

Have you heard from your ?Twilight? fans about this movie yet?

I mean, not really. ?Breaking Dawn 2? just came out and we carted that one around the world for a bit. And there were a bunch of people in the crowd in Europe ? because the movie?s out already in Europe ? who said, ?Oh, my god, ?On the Road, we loved it.? Everyone likes to think that we just have teenage fans ? we have girls, women in general, it literally is every single age, well into peoples? 70s. So yeah, people were into it, I think.

There?s a rumor that you?re going to star alongside Ben Affleck in a movie called ?Focus.?

I can confirm that rumor. It?s a comedy, I?m really excited about it, we start shooting in April.

Are there any other projects on the horizon?

Not yet. I would love to find some microproject before then, because April is kind of a ways away, but not yet, haven?t been ?taken? yet.

No one retreating; cliff talks seem at standstill

WASHINGTON (AP) ? A year-end deadline approaching, negotiations to avoid an economy-rattling "fiscal cliff" appeared at a standstill Monday. Republicans pressed President Barack Obama to name specific spending cuts he will support, while the White House insisted the GOP agree explicitly to raise tax rates on upper incomes.

At a campaign-style event in Michigan, Obama warned his listeners their taxes will rise on Jan. 1 without action by the Congress. "That's a hit you can't afford to take," he declared.

He spoke one day after meeting privately at the White House with House Speaker John Boehner, whose office expressed frustration with the talks to date.

"We continue to wait for the president to identify the spending cuts he's willing to make as part of the 'balanced' approach he promised the American people,'" said a written statement from the Ohio Republican's office.

The negotiations are designed to prevent across-the-board tax increases and spending cuts scheduled to begin at the turn of the year, a combination that economists say poses the threat of a new recession.

While leaders in both parties say they are eager to avoid that "cliff," negotiations on a plan to cut deficits by other measures have turned into a major postelection showdown between opposing sides in a divided government.

Many Republicans agree that Obama and the Democrats hold most of the political leverage, given the president's re-election more than a month ago after a campaign in which he said the wealthy should pay more in taxes.

If anything, the president has toughened his demands in recent days, insisting not only that tax rates must rise, but also that Congress give him and future presidents the authority to raise the government's borrowing limit without prior approval by lawmakers.

Boehner, while claiming his own election mandate for the Republican majority in the House, said within a few days of the voting he was prepared to buck many in his party and support additional tax revenue as part of a fiscal cliff agreement.

The Ohio Republican has said repeatedly he opposes Obama's plan to raise tax rates for anyone, adding that he prefers to raise revenue by closing loopholes. Yet he has not yet ruled out giving the president his way, and some Republicans have said they are prepared to do so ? encouraging Democrats to say they anticipate the speaker will eventually yield on the point.

White House Press Secretary Jay Carney told reporters as Obama went to Michigan that "the president believes that a deal is possible. It requires acceptance and acknowledgement in a concrete way by Republicans that the top 2 percent will see an increase in their rates."

In his remarks at the Daimler Detroit Diesel Plant, Obama said the Democrats would "make some tough spending cuts on things that we don't need" as part of his budget plans, although he didn't mention any of them by name.

Republicans have increasingly expressed frustration in recent days as they accuse Obama and the Democrats of failing to talk in specifics when it comes to spending cuts that many of their constituencies are likely to balk at.

In talks that ended in failure 18 months ago, according to aides in both political parties, Obama had tentatively agreed to a proposal to raise the age of Medicare eligibility from 65 to 67 beginning in a decade, and had also said he would accept a change to slow the annual cost-of-living increases that go to recipients of Social Security and other federal benefits.

This time, the two sides have advanced opening proposals that are short of specifics and reflect different priorities.

Obama's plan would raise $1.6 trillion in revenue over 10 years, in part by raising tax rates on incomes over $200,000 for individuals and $250,000 for couples.

He has recommended $400 billion in spending cuts over a decade.

He also is seeking extension of the Social Security payroll tax cut due to expire on Jan. 1, a continuation in long-term unemployment benefits and steps to help hard-pressed homeowners and doctors who treat Medicate patients.

Boehner's plan, in addition to calling for $800 billion in new revenue, envisions $600 billion in savings over a decade from Medicare, Medicaid and other government health programs as well as $300 billion from other benefit programs and another $300 billion from other domestic programs.

It would trim annual increases in Social Security payments to beneficiaries, and it calls for gradually raising the eligibility age for Medicare from 65 to 67, beginning in a decade.

It came out of nowhere.

As the leaves began to change colors in September, the kids received the news about their father.? It was cancer.

Such diagnoses are typically the beginning of a long, drawn out battle fought on the grounds of chemotherapy and radiation treatment.? In Gene?s case, the battle would not be his to fight.

?My father died of cancer, very quickly, eight days after his diagnosis,? recalls daughter Joan.? ?We all made quick trips to Knoxville, and my brother and sister were still visiting the night he died.?

Too often, the difference that one person makes in another?s life only manifests itself in the face of death.? Gene had taken care of his wife Francis ever since the slow, persistent MS became more and more a daily reality for her over 10 years ago.

His sudden passing poised a question mark over his three adult children, all of whom lived hundreds of miles away from Knoxville.

?Unfortunately,? Joan says, ?none of the three of us lives in easy visiting distance.? We felt we needed someone who could monitor Mom?s health and safety on a regular basis.?

Caregivers like Gene play a vital role for elders with illness, injury or disability.? Aside from providing regular company, caregivers advocate for patients when talking with medical staff and are the point of contact in case of an emergency.

Ideally, a caregiver is someone close to the elder and able to communicate the elder?s wishes and valuable information to the elder.

With her kids far away and no caregiver, Francis would have faced an even more difficult situation.

?It?s really hard to make sure she?s taken care of when we just can?t actually be there,? says daughter Marie.? ?My parents had lived in Knoxville for 45 years, and my mom didn?t want to go live anywhere else.?

One afternoon, Marie was at her parents? home picking zinnias for her mother when a neighbor came up to her and spoke about Elder Advocates, and after a conversation with the siblings, the family contacted Carolyn Neil about becoming an extension of their family.

Because of the long distance, Francis? children use Family Link, a program that provides regular updates from Carolyn and the Elder Advocates staff.

Elder Advocates consulted with Francis? family during transition to the skilled nursing facility, and while Gene?s passing has not been easy on the family, the transition itself could not have gone smoother.

Francis has plugged into her new community, and at least one of her children calls her each day.? Carolyn, too, stops by on a regular basis, not only to provide medical information.

She?s simply there for Francis.

?Carolyn Neil has been incredible.? I can?t imagine trying to manage our mother?s care without her,? says Joan.? ?I feel much better knowing that if Mom has an emergency, she will not have to wait seven hours (at least) for someone to provide her with company, reassurance, and help making decisions.?

Out of respect for the family?s privacy, we have changed the names.

If Congress decides that the chained consumer price index is the ?right? measure of inflation, Social Security benefit levels will be lower than currently predicted

On Wednesday I wrote about one of the most widely discussed and high-profile ideas for reducing federal spending on the elderly?raising the eligibility age for Medicare. It?s a simple idea to understand and a pretty terrible one. The other idea that comes up constantly in negotiations and rumors of negotiations and hypothetical grand bargains, by contrast, languishes in obscurity. It involves indexing Social Security benefits to the Chained Consumer Price Index for All Urban Consumers (C-CPI-U) rather than the Consumer Price Index for All Urban Consumers (CPI-U) that?s currently in use. This change shows up in all kinds of think-tank plans and unofficial sketches, and it has at various times secured the endorsement of everyone from Dick Durbin to Eric Cantor.

Conservatives love this idea because it cuts Social Security benefits. Deficit hawks love it because it might also raise taxes. And negotiators love it because nobody understands what it means. But don?t let people fool you. Even though the details are technical, this is a political question, not a technical one?a benefit cut, perhaps paired with a tax increase, and not an effort to make inflation calculations ?more accurate.?

So what?s the difference? It all comes down to substitutions.

The way the index works is that the Bureau of Labor Statistics sends its minions out through the country to find out what things cost. They write this down, and the bureau notes the change over time. Then it weights the change in the price of different things according to how large a share they are in the typical consumer?s overall basket of purchases. An increase in the price of cars is a bigger deal than an increase in the price of violins because the average American spends much more on cars than on violins. The bureau also adds in some fancy math and a bit of hand-waving to try to account for changes in the quality of goods and the arrival of whole new products. The idea is to track the prices of a constant basket of goods over time.

?Chaining? the index means taking a slightly broader view of how the baskets should work in order to account for switching behavior. One reason people buy pork, for example, is that it?s cheaper than beef. But so is chicken. So if pork prices rise, price-sensitive shoppers will probably shift and buy less pork and more chicken. In other words, the price of pork went up, but the overall impact on meat prices is smaller than a na?ve look at the movement in pork prices would suggest.

If you want to make use of the chained index sound like a no-brainer, you can do what Bloomberg View has done and use a trivial example like ?a shopper might respond to an increase in the cost of Granny Smith apples, for example, by switching to lower-cost Red Delicious.? On average, this kind of behavior-linked chaining makes the chained index about 0.25 to 0.35 percentage points lower than the unchained index. So great news! Unless, that is, you really like Granny Smith apples. If the price of bourbon tripled overnight for some reason, I would, in fact, probably shift to scotch. But I?d be pretty pissed. In the grand scheme of things, whiskeys are fairly substitutable, but they make the different varieties for a reason?people have preferences about this stuff. By shifting chaining assumptions far enough, you could make inflation completely vanish. If people can?t afford medical care, they?ll just buy over-the-counter homeopathic remedies instead! The chained index doesn?t go nearly that far, but the point is that there?s no unique right or wrong answer (the British have their own version of the indexing controversy) for how to treat product shifting, and its impact on individuals? welfare will vary enormously.

This matters a great deal for Social Security, however, because benefit levels are adjusted upward each year in line with inflation. If Congress decides that chained index is the ?right? measure of inflation, benefit levels will be lower than currently predicted and the deficit will go down.

If Congress wants to be more intellectually honest about it, they could also note that tax brackets are pegged to inflation as well. If you switch tax brackets to chained index, then taxes will rise gradually as benefits fall. As far as grand bargains go, that?s fair enough. But in terms of accuracy, it should be noted that the BLS also calculates the Experimental Price Index for the Elderly (CPI-E) for reference purposes weighted to the basket of goods consumed by the elderly and finds that these prices generally rise faster than the regular index. Grandma buys a lot of health care services and isn?t so interested in the falling price of an iPad 2. So if you?re looking to trim benefits in keeping with the spirit of the program, it?s important to note that many Social Security beneficiaries already see quite meager monthly checks. That?s why thoughtful reform plans like the 2005 one from Peter Orszag and Peter Diamond at Brookings or Christian Weller?s 2010 plan for the Center for American Progress specifically include enhanced benefits for the poorest seniors and the very elderly even while switching to the chained index.

The central point is that it?s politics all the way down. Altering the inflation calculation is often discussed as if it?s a magical deficit-reducing alternative to spending cuts and tax hikes. But it reduces the deficit precisely because it?s a spending cut and potentially a tax hike as well. That doesn?t make it a bad idea. Spending cuts and tax hikes are going to be needed sooner or later. But it simply reposes all the same questions about any deficit-trimming program: Can it be done fairly and without unduly punishing the most vulnerable? If done right, it can. It?s certainly possible to make it work, but glib talk about apples and ?better? inflation calculations masks a policy that if done sloppily could be quite damaging to the low-income elderly.

NASA's Van Allen Probes reveal new dynamics of Earth's radiation belts

ScienceDaily (Dec. 7, 2012) ? Just 96 days since their launch, NASA's twin Van Allen Probes have already provided new insights into the structure and behavior of the radiation belts that surround Earth, giving scientists a clearer understanding about the fundamental physical properties of these regions more than half a century after their discovery.

In a press conference on Tuesday, Dec. 4 at the American Geophysical Union's 2012 Fall Meeting in San Francisco, members of the Van Allen Probes science team discussed current findings made in unlocking the mysteries of the radiation belts. These two donut-shaped regions of high-energy and hazardous particles -- named for their discoverer and the mission's namesake, American physicist James Van Allen of the University of Iowa -- are created by our planet's magnetosphere, and can harm space technologies such as satellites, as well as affect human space travel.

Throughout the brief early life of the two-year mission, energetic events and ejections of plasma from the sun caused dramatic changes in the radiation belts that, for the first time, were observed by twin spacecraft within the belts. "The sun has been a driver of these systems more than we had any right to expect," says Daniel Baker, Principal Investigator, Van Allen Probes Relativistic Electron Proton Telescope (REPT, which is part of the Energetic Particle, Composition, and Thermal Plasma Suite, or ECT), from the Laboratory for Atmospheric and Space Physics (LASP) at the University of Colorado, Boulder. "We're seeing brand new features we hadn't expected."

The twin probes, built and managed for NASA by the Johns Hopkins University Applied Physics Laboratory (APL) in Laurel, Md., contain identical sets of five instrument suites. These suites have confirmed previous hypotheses about the belts' behavior, while also revealing that the belts are a far more dynamic and changing environment than previously thought. "We expected to see a fairly placid radiation belt system," Baker says. "Instead, we see that the belts have been extraordinarily active and dynamic during the first few weeks. We're looking in the right places at the right times."

Our planet's magnetosphere captures particles from the billions of tons of plasma ejected by the sun and from other sources; fields and waves of electricity and magnetism control and guide the charged particles within the belts, with the particles "surfing" on the waves, losing or gaining large amounts of energy along the way as they enter and leave the region. Measurements made by instruments like the Electric Fields and Waves Suite (EFW) and the Electric and Magnetic Field Instrument Suite and Integrated Science (EMFISIS) are helping scientists understand how those fields and waves affect the particles. "The electric field and magnetic field measurements on the Van Allen Probes are the best ever made in the radiation belts," says the University of Iowa's Craig Kletzing, Principal Investigator for EMFISIS. "For the first time, we've been able to see how long intense low frequency electric fields and waves at the edge of the radiation belts can last -- sometimes for over five hours during geomagnetic storms. Before, it was like we could see a car zoom past, but not see anything about the details. Now, we can see what color the upholstery is."

The inner belt, where many satellites must operate, is home to the most hazardous and energized particles, mostly protons. "A staggering number of the spacecraft we rely upon daily have to spend a part of their orbit in the harshest area of Earth's radiation environment," says Joseph Mazur of the Aerospace Corporation, Principal Investigator of the probes' Relativistic Proton Spectrometer (RPS). The Van Allen Probes are providing researchers with detailed views of how the populations of those particles vary with altitude, which should help engineers more effectively protect satellites. "This is the first time we've been able to measure the high energy particles in the heart of the radiation belts," Mazur said. "We're able to measure at the one billion electron volt level; particles at that energy are virtually impossible to shield against. They will easily penetrate half-inch thick aluminum plate." Particles at that energy level are known to cause a range of damages to spacecraft, from physical degradation to instrument malfunctions and false readings.

"NASA built these spacecraft to be super tough, and thank goodness we did," says APL's Nicky Fox, Van Allen Probes deputy project scientist. "The instruments are seeing the exact sorts of damaging effects we designed the spacecraft to survive."

The Van Allen Probes are part of NASA's Living With a Star Program to explore aspects of the connected sun-Earth system that directly affect life and society. LWS is managed by the agency's Goddard Space Flight Center in Greenbelt, Md. APL built the twin spacecraft and manages the mission for NASA.

1. Produce and use lists. Everybody overlook things, even after Recalling them Many times. Produce a inventory of things to do ahead of the move, including getting school papers transferred, filling out change of address forms, returning Lowned books and movies, transferring drug prescriptions, getting maps, and Preparing utility shut offs and start ups.

2. Get in touch the moving company and Book the reservation a month beforehand. You Do not want to Find out that they are booked up on the date you Want them. WeDiscoveredt that the type of Vehicle we wanted wasn?t available, but this was straightforwardly resolved since we started the process beforehand.

Powell standing by Obama in 2012 presidential race

WASHINGTON (AP) ? Former Secretary of State Colin Powell, a longtime Republican, is sticking with President Barack Obama in this year's election.

He told CBS' "This Morning" he respects fellow Republican Mitt Romney but thinks he's been vague on many issues.

Powell said the president got the United States out of Iraq, has laid out a plan for leaving Afghanistan "and didn't get us into any new wars."

He praised Obama's economic performance, saying, while difficult choices are ahead on taxes, spending and budgetary policies, "steadily, I think we've begun to come out of the dive and we're gaining altitude."

Obama later called Powell to thank him.

Powell, a retired general, was also a White House national security adviser and chairman of the Joint Chiefs of Staff.

Powell says he's still a Republican.

Microsoft unveiled a radical redesign of its world-dominating Windows operating system Thursday, introducing a touch-enabled interface that attempts to bridge the gap between personal computers and fast-growing mobile devices powered by the company's fiercest competitors.

The debut of Windows 8 heralded the biggest change to the system since 1995, when the company first offered built-in Internet support. And with so much riding on it, the overhaul could be Microsoft's most important product since co-founder Bill Gates won the contract to build an operating system for IBM Corp.'s first personal computer in 1981.

To succeed, the new version will have to be innovative and elegant enough to attract consumers who've fallen in love with notebook computers, tablets and smartphones running software from Apple and Google.

"What you have seen and heard should leave no doubt that Windows 8 will shatter the perceptions about what a PC really is," Microsoft CEO Steve Ballmer crowed at a New York launching event.

The first PCs and other devices running Windows 8 were to go on sale Friday.

The software is designed for use on a variety of machines ? desktop PCs, notebook computers and tablets, including Microsoft's new Surface tablet, the first computing device the company has manufactured after focusing almost exclusively on software for nearly 30 years.

The redesigned operating system represents an attempt to pull off a difficult balancing act as Microsoft maintains its highly profitable heritage in software while trying to get a foothold in the newer, more fertile field of mobile devices.

So far, the booming mobile device market has been defined and dominated by Apple's trend-setting iPhone and iPad, Google's pervasive Android software and Amazon's Kindle Fire tablets. Tablets have been undercutting the sales of desktop and laptop computers since Apple released its pioneering iPad in 2010.

Another version of Windows 8 will be released next week for smartphones, which are overwhelmingly dominated by Apple Inc. and Google Inc.'s Android software.

Microsoft is also opening a Windows 8 store featuring applications built to run on the system. The store is similar to the apps stores of Apple and Google and will include many of the same services.

About 670 million PCs currently run on Windows. But the owners of most existing Windows machines aren't expected to switch to Windows 8 for at least a year, maybe longer. That means most of Windows 8's early usage will come from consumers, businesses and government agencies that buy new devices with Windows 8 already installed.

There were few surprises because Microsoft Corp. has been previewing preliminary versions of Windows 8 for the past 13 months ? part of 1 billion hours of testing.

Still, the overhaul poses a big risk for the Redmond, Wash., company because Windows 8 looks and operates so much differently than previous versions.

"This is the biggest gamble they've ever made," said analyst Richard Doherty of the Envisioneering Group. "Does (Windows 8) do more things? Yes ... but it's not that easy to use."

Even when users revert to a desktop mode, the redesign discards the familiar "start" button and menu that Windows has had for 17 years, a change that critics believe will almost certainly provoke howls of protest. But many reviewers applaud Microsoft for overhauling Windows so it greets users with a mosaic of tiles displaying applications instead of relying on the desktop icons that served as the welcome mat for years.

In a brief interview Thursday, Ballmer expressed confidence that PC users would quickly realize the mosaic is easier and quicker to use than the old desktop format.

"You've got a whole screen as a start button!" he said.

Windows 8 comes with new controls. It marks the first time Microsoft has made touch-screen control the top priority, though the system can still be navigated with a keyboard and mouse in desktop mode.

"In the case of Windows 8, seeing, touching, clicking and swiping is really believing," Ballmer said. He also predicted the PCs running on Windows 8 will be hailed as the best machines ever made.

Some Windows 8 PCs will be hybrids that look like laptops, but also have detachable display screens containing a separate battery so they can work like tablets, too. Those devices will face direct competition from Microsoft's Surface.

On Thursday, Microsoft also spent time touting the Surface as a more versatile and durable alternative to the iPad, still the most popular tablet on the market.

At one point, a Microsoft executive dropped the Surface on the stage floor to demonstrate how difficult it is to break. In another gimmick, another Microsoft executive stood on a Surface with wheels to show it even had the strength of a skateboard.

The Surface goes on sale Friday, priced at $499 for a Wi-Fi-only tablet with 32 gigabytes of storage. Apple charges the same price for its latest full-size iPad with half the storage capacity. The price for a separate Microsoft "touch cover" that also serves as an attachable keyboard starts at $120.

Apple rolled out its own artillery earlier this week when it showed off a series of improvements to its own laptop and desktop computers and debuted the iPad Mini, a smaller and less expensive take on its top-selling tablet. Google will return fire Monday in New York at an event that it expected to introduce yet another smartphone and a larger version of the company's 7-inch Nexus tablet.

Microsoft's decision to sell its own piece of Windows 8 hardware threatens to alienate the device makers who license its software at the same time many consumers could be expressing their dismay and confusion with the redesigned operating system.

In an attempt to help people grasp and understand the changes, Microsoft is expected to spend an estimated $1 billion promoting Windows 8.

If Windows 8 is a hit, it could also help lift the fortunes of struggling PC makers, including Hewlett-Packard Co. and Dell Inc., whose stocks have plummeted in recent years amid the rise of mobile computing.

If Windows 8 is a flop, however, it will increase the pressure on Ballmer. Although Microsoft is far larger than when Ballmer became CEO nearly 13 years ago, the company's stock has lost nearly half its value as Apple, Google and Amazon steered computing in a new direction. Restless shareholders could start clamoring for Ballmer's ouster if Windows 8 doesn't shake up the state of the technology market as dramatically as Ballmer envisions.

Microsoft shares fell two cents Thursday to close at $27.88.

DENVER, Colo.?It appears "Romnesia"?the term President Barack Obama coined last week at a campaign stop in Virginia to criticize Mitt Romney for shifting positions?is here to stay.

Sure, it's cute. The crowds love it. And since Friday, Obama has not delivered a campaign speech without mentioning it. But Obama and his team aren't laughing. Romnesia, they say, isn't a trivial idea. It's the most important issue of this presidential campaign.

"On Romnesia, this is about as big a thing you can have in a presidential election. It's about trust," White House senior adviser David Plouffe told reporters aboard Obama's press bus Wednesday. "You cannot trust Governor Romney."

Trust has become the driving theme of Obama's campaign in the final weeks before Election Day. Obama may have been careful about appearing too aggressive against Romney earlier in the fight, but ever since the presidential final debate, he has made his opinion clear: He not only disagrees with Romney on issues of policy, he's not afraid to say he thinks Romney has an integrity problem.

"We joke about Romnesia, but all this stuff leads to something that is essential to your choice," Obama told a crowd of about 16,000 people who rallied for him at Denver's City Park Wednesday. "Trust."

If the campaign finds the strategy to be effective, and it appears that so far it does, the trust theme could last until Election day.

"You have never seen a major party nominee this close to an election try and fudge what he's going to do as president," Plouffe said. "We want to make sure people understand the differences here. Governor Romney is someone in the closing of his campaign who has been dishonest about the position he intends to try and execute as president."
